This should be avoided. Basset hounds are prone to back issues due to being short, long and heavy. Stairs are not a bad thing for bassets however avoid allowing your puppy to use them on a regular basis. Going up and down stairs will put pressure on the puppies' hips ligaments. They are still growing and by allowing this on a continuous basis can lead to hip dysplasia. Basset Hounds are prone to hip dysplasia.
